On 7 September, REIP took part in a random emission testing exercise at the traffic police headquarters in Muhima, Kigali. Motorists pulled in, waited a few minutes, and watched a machine say something about a car they drive every day and had never thought of as a source of anything.
Elie trained as a mechanic and spent years working on engines before moving into supervisory roles.
